Alternative Approaches to Information Systems Development

Description

Despite almost 50 years of information systems development (ISD) experience, the vast majority of ISD projects exceed budget, development schedule, and are of poor quality. Various ‘silver bullet’ solutions have been proposed in the past – formalised methods and CASE, for example – but these have had limited impact. In recent times, a number of practice-led initiatives have emerged that appear to address these three fundamental problems, and which are also suited to the emergent nature of IS requirements. These initiatives vary in character and include extreme programming and agile methods, the open source software phenomenon, component-based development, the use of commercial off-the-shelf software, and Web services. All have been vigorously promoted, yet much of the evidence is of an anecdotal nature. More rigorous research is needed to establish the extent to which these represent a paradigm shift in ISD, and to establish and transfer the lessons from each approach to general ISD practice. This research would compare the values, practices, and performance of systems built around human values. Much evidence suggests that the ISD context has changed radically in the past few years, thus, it may be time to identify a new paradigm for ISD.

Papers could focus on the following questions

  • To what extent do newer ISD approaches cater for the emergent nature of IS requirements?

  • How can the lessons of open source development be transferred to mainstream development?

  • What is the new paradigm underpinning development and how relevant are phases such as analysis, design, and separation of roles into analyst, designer and coder?

  • What architectures are required for these new development approaches?

  • How do we encourage the focus of systems development to be on human value systems?

  • How agile are agile methods? How extreme is extreme programming?

  • Do new core practices such as pair programming, forty-hour work weeks, and short releases improve the quality of systems?

  • How does one balance resources and values to manage information systems development projects?

  • In what contexts are extreme programming techniques and agile methods suited or unsuited? Can these methods scale to deal with large projects or life-critical projects, or distributed development contexts?
